Health and Safety at Work Directive

The construction sector continues to feature among the employment sectors with high levels of serious accidents at work. Construction sites are frequently temporary and evolving in nature, circumstances that increase the level of risk. Application of the latest technology and the presence of numerous third parties increase the risk of construction sites.

European Directives have led to Belgian legislation, with the Health and Safety at Work Directive and the Temporary and Mobile Construction Sites Directive playing a particularly important role.

Safety requirements come into effect as early as the design phase of the construction work, with the legislation calling for the appointment of a safety coordinator in the design and implementation phases.

The Safety Coordinator is appointed by the Client and works under the Client's supervision. His or her role is to supervise implementation of preventative principles during each phase of a construction project. He or she is responsible for coordination as the structural, technical and organisation decisions are taken and as the completion period for the works is determined, and must assure him or herself of the proper implementation of the general preventative principles by the Construction managers and possibly the Client.
